Keeping KMC clean: A resident’s guide to waste disposal, base recycling

For American service members and families living in the Kaiserslautern Military Community, adapting to life overseas comes with many cultural shifts—including navigating Germany’s strict waste disposal and environmental laws.

To maintain community standards and avoid disruptions in municipal services, the KMC Family Housing Office and the 786th Civil Engineer Squadron are reminding all base residents to adhere strictly to proper refuse separation and disposal procedures.

Adhering to waste guidelines is not merely a courtesy, but a legal and contractual requirement under host-nation environmental regulations and military housing occupant policies.

Understanding refuse systems by housing type

Refuse management in KMC Family Housing depends on quarters assignment:

  • Townhouse Quarters:  Residents assigned to townhouses manage dedicated individual bins aligned with scheduled collection days.  Yellow bags designated for lightweight plastic, metal, and composite recyclables can be collected at Self-Help stores located in Building 859 on Ramstein or Building 1070 on Vogelweh.  Occupants remain responsible for sanitizing their bins and transporting overflow beyond bin capacity directly to a base recycling center.
  • Stairwell Quarters:  Residents in multi-family stairwell units utilize neighborhood in-ground receptacle stations.  These underground collection banks feature English-language labeling for proper sorting:
  • Paper:  Flattened cardboard packaging, newspapers, catalogs, and magazines.
  • Plastic and Packaging:  Clean plastics, wrappers, cartons, and metal cans.
  • Bio-waste:  Food scraps, vegetable peelings, and compostable organic material.
  • Glass:  Empty glass bottles and jars.
  • Residual Trash:  Non-recyclable general refuse, sweepings, and hygiene items.

Housing officials note that bio-waste and glass receptacles are not co-located at every station.  Stairwell occupants can find specialized bio and glass bins situated at street ends near Buildings 1110, 1127, 1137, and 1158.

All bags must be deposited entirely inside receptacles.  Leaving waste alongside bins attracts wildlife, fosters sanitary hazards, and compromises neighborhood hygiene.

Critical Warning:  Bulk refuse halts trash collection

A persistent challenge across residential areas involves the improper abandonment of bulk household items, old furniture, and hazardous materials around community dumpsters and inside residential common areas.

Leaving bulk waste on or around in-ground container platforms creates a direct safety hazard for the crane equipment used by refuse contractors.  When platforms or access routes are obstructed, contractors cannot empty the bins, resulting in suspended trash collection for the entire building.

Oversized furnishings, appliances, and hazardous chemicals cannot be left in bike storage rooms, under stairwells, or near neighborhood receptacles.  Residents must transport bulk items directly to designated base recycling facilities:

  • Ramstein Base Recycling Center:  Building 2045 (north of the Southside Fitness Center), open Monday through Saturday from 7 a.m. to 6 p.m.
  • Kapaun/Vogelweh Recycling Center:  Building 2820 (opposite Vehicle Registration), open Monday through Saturday from 7 a.m. to 6 p.m.
  • Landstuhl Recycling Center:  Building 93701 (near Building 3707), open Monday through Friday from 9 a.m. to noon and 1 p.m. to 5 p.m.

Hazardous materials—such as used motor oil, paints, and automotive fluids—must never be poured down domestic drains or storm sewers.  These items are accepted safely at recycling centers.

Enforcement and Community Reporting

Base housing regulations strictly prohibit unattended personal property in common hallways and stairwells, where items present immediate fire and evacuation hazards.

Under KMC Housing policy, improper refuse disposal and unauthorized abandonment of property trigger formal penalties under the established “Three Strikes” infraction process.  Violators may incur direct cleanup and hauling charges, and repeated non-compliance can lead to the termination of on-base housing privileges.

Additionally, dumping off-base residential waste into military family housing bins is unlawful.  Residents who witness unauthorized dumping are asked to record the vehicle’s license plate number and report the incident immediately to Security Forces at DSN 480-2050 (COMM 06371-47-2050).
