New leave and liberty policies

The Department of Defense recently released guidance on changes to the National Defense Authorization Act (Pub. 1. 110-181).

There were four significant changes to the military leave policy, and
each are effective immediately and retroactive to the date of NDAA
enactment, Jan. 28, 2008.
