A chemical plant in a foreign country accidently releases a plume of
toxic fumes causing panic, sickness and numerous deaths within the city
where the plant is located. Adding to all the chaos, the weather makes
the situation worse for the citizens who live in the area of direct
impact. A call comes from the foreign country for U.S. assistance. Who
will go?

Participants of command post exercises here in Europe are probably
quite familiar with the following scene: you pick up the telephone to
call a response cell that simulates some agency your unit is
interacting with. On the other end, a role player picks up and offers a
scripted answer in an unconvincing foreign accent that provides
information that is the best-informed guess at what would really happen.
