Meet the Commander: Provost marshal provides bond for SPs, MPs

***image1***Providing the communication hub for Army and Air Force law-enforcement agencies within the KMC is the 415th Base Support Battalion’s Provost Marshal Capt. Jean-Paul Guerard, who is also the 569th United States Forces Police Squadron’s Army operations officer.

“This is like nothing else I have done, but it’s great experience for me” said Captain Guerard, who has been the 415th PMO since June. “The joint environment is where the Department of Defense is going in every area to include base and installation operations.”

Captain Guerard is responsible for law enforcement policy for the 415th BSB. He provides the communication link for the 230th Military Police Company stationed at Rhine Ordnance Barracks, 415th BSB and the 569th USFPS, which is imperative because KMC’s law-enforcement shifts are comprised of Army and Air Force police officers.

“We have a great joint relationship. We learn a lot from each other on a daily basis,” said Captain Guerard, who leads 17 MPs and nine civilians. “Many offices and directorates in the Air Force and Army within the KMC could learn a lot from how we make this joint commitment work.”

Originally from Andover, Mass., Captain Guerard graduated in December 1998 with a Bachelor of Science degree in Criminal Justice from Salem State College, Mass.

In January 1999, he was commissioned a second lieutenant in the U.S. Army Military Police Corps through the Northeastern University Army Reserve Officer Training Corps program in Boston.

So far in his career, he has served in several law-enforcement Army units throughout Germany.

First, he was assigned as platoon leader in the 212th MP Company in Ansbach from January 2000 to December 2002. His platoon was deployed to Kosovo for Task Force Falcon from November 2000 to June 2001.

He later moved to be the adjutant for the 793rd MP Battalion in Bamberg from January 2002 to October 2002. He then commanded Headquarters, Headquarters Detachment, 793rd MP Battalion from November 2002 to September 2003 and deployed with them to the Multi-National Brigade East in Kosovo.
He left that job and attended the MP Captains’ Career course before becoming the 415th BSB’s Provost Marshal.

Captain Guerard and his staff operate the Law Enforcement Desk, Safe Neighborhood Awareness Education and Drug Suppression Team.

The LED is a 24-hour, 7-days-a-week operation with Air Force Security Police and MPs who ensure equitable attention of police services to the KMC. Similar to the Neighborhood Watch Program in the United States, SNAP encourages neighbors to meet, work with and watch out for each other.

The DST is the sole Army agency working drug cases in the KMC.
