UTAP saves money, promotes fiscal conservatism

by 86th Airlift Wing Public Affairs staff

The Utility Tax Avoidance Program benefits military and civilian Department of Defense personnel who live in off-base housing.

The UTAP allows military members and Department of Defense employees to legally avoid paying German taxes on certain utilities, saving up to 19 percent value added tax on electricity and natural gas, and  seven percent on water.

“This program can save individual households hundreds of dollars in utility expenses annually and the U.S. government hundreds of thousands of dollars,” said David Quinn, 86th Force Support Squadron chief of resources management.

The UTAP not only helps DoD members pay for utilities, it also aids the host nation in ensuring bills are correctly paid in the local economy.

The UTAP is entirely voluntary for active-duty personnel, but it is mandatory for many civilian personnel depending on their utility supplier.

To register for the program, personnel must take the following documents to a local UTAP office: a copy of their orders, rental contract (or property deed equivalent in sponsor’s name), utility meter numbers and readings, utility company customer number or their first bill, ID card, local bank account information, and enrollment fee.

The UTAP enrollment fee is $77, and it covers a member’s entire stay at one residence given there is no change in the utility provider.
