The 700th Contracting Squadron intends to award 11 contracts for non-personal services in support of the 86th Airlift Wing Chapel. The following is a list of the requirements and a brief description.
• Ramstein Contemporary Service music director: The contractor shall be responsible for planning, organizing and supporting the 1100 Ramstein Protestant Contemporary Worship Service music program as director of worship service music, praise band, choir, musicians and the audio/visual team.
• Ramstein Liturgical Service accompanist: The contractor shall provide accompanying music (performed on organ, piano or keyboard) for the choir, community singing and liturgy at the Liturgical Service.
• Ramstein Traditional Service accompanist: The contractor shall provide accompanying music for the choir, community singing and liturgy at the 1100 Traditional Service, including on special holidays and during feasts, memorial services and funerals.
• Vogelweh Gospel Service music director: The contractor shall be responsible for planning, organizing and supporting the Protestant Gospel Worship Service music program for the Sunday Gospel Worship Service, adult choir, men’s choir, youth and children’s choir(s), and praise team.
• Ramstein Traditional Service music director: The contractor shall be responsible for planning, organizing and supporting the Ramstein Protestant Traditional Worship Service music program as the director of worship service music, choir and musicians.
• Auxiliary Catholic priest (two contracts): The contractors shall augment the Sacramental life of the Kaiserslautern Military Community Catholic Faith Community in the absence or unavailability of the active-duty chaplain to celebrate Mass or sacraments of the church.
• Pastoral coordinator: The contractor shall support the Kaiserslautern Military Catholic Faith Community in all ministry areas in coordination with the ranking Catholic chaplain.
• Ramstein Sunday director of music: The contractor shall lead the choir and congregational singing for the Ramstein North Chapel 0900 Catholic Sunday Mass, during special holidays and feasts, and during other special services.
• Ramstein Sunday chief accompanist/organist: The contractor shall play piano and organ and accompany the Ramstein North Chapel 0900 Catholic Mass on Sundays and during special holidays, feasts, memorial services and funerals.
• Vogelweh Saturday cantor: The contractor shall lead the choir and congregational singing for the Vogelweh Chapel 1700 Catholic Saturday Mass and during special holidays, feasts, memorial services and funerals.
The period of performance is 12 months from start of the period of performance. The North American Industry Classification System code proposed for this requirement is 711510, music directors independent; 711130 musicians independent; and 624190, other individual and family services. There is no small-business sized standard associated with this requirement as FAR 19.1 does not apply outside of the U.S. or its outlying areas. The request for quote will identify the point of contact for interested vendors to obtain information for this requirement.
A pre-proposal conference will be held at 9 a.m. Wednesday where prospective contractors may receive a copy of the request for quote and performance work statement and ask any initial questions. Quotes will be due 30 calendar days from the date of the pre-proposal conference. Any prospective contractor(s) who cannot attend the conference may receive a copy of the request for quote and performance work statement by contacting the 700th CONS staff listed below; however, quote due dates will not be extended for those contractors who did not receive the request for quote at the conference.
In no event will a failure to attend the pre-proposal conference or failure to obtain a copy of the request for quote constitute grounds for a claim after award of the contract. The government intends to conduct no more than one pre-proposal conference. The request for quote will only be issued in hard copy format; there will be no electronic advertisement of the request for quote. This notice is the only notice that will be released announcing the conference. The conference will be held at the Ramstein North Chapel, Bldg. 1201, conference room.
