I recently PCS’ed from Japan, and have noticed some differences in Army and Air Force Exchange Service here. One of these differences involves the availability of AAFES generated coupons. At each AAFES location in Okinawa (base exchange, food court, shopettes) there were various coupons with discounts for gasoline, hair cuts, dry cleaning, alterations, food and movie concessions. I have not seen this here. Why would AAFES operations here be so different? Would it be something that AAFES might consider doing?

Response:
In Europe and Japan, AAFES operating costs are significantly higher than in the United States. In Japan, the Japanese government provides funding to AAFES to help offset some of these costs. This funding enables AAFES Pacific to pass along additional savings to their customers in the form of local promotions and community involvement to a higher degree than AAFES Europe. There currently is no reciprocity agreement with the German government involving AAFES operational costs. So while you may see different local promotions at various AAFES locations, AAFES worldwide continues to maintain universal pricing and an active sales promotion program here. Although, often the merchandise assortment on sale may vary due to the difference in availability, the exchanges in Europe are able to offer special buys on European merchandise that aren’t available in other parts of the world.
